EIA Programme for the Onshore Transmission Connection of the Ebba Offshore Wind Project Completed and Published

The Environmental Impact Assessment (EIA) Programme for the onshore transmission connection of Metsähallitus’ Ebba Offshore Wind Project has been completed and published on the environmental administration’s online service. The project is located in Finland’s territorial waters in the Bothnian Bay, off the coast of Pyhäjoki and Raahe.

The EIA Programme presents the project alternatives, the impacts to be assessed, and the methods that will be used for the assessments. The programme serves as the starting point for the Environmental Impact Assessment procedure, the purpose of which is to provide information to support further project planning and decision-making, while ensuring opportunities for public and stakeholder participation.

The Licensing and Supervision Agency serves as the competent EIA authority for the project. The EIA Programme is available for public review from 16 September to 15 October 2026. During this period, everyone has the opportunity to submit opinions and statements. The project website will be updated as the EIA procedure progresses.

Public Information Event

The contents of the EIA Programme will be presented at a public information event open to all on Thursday, 1 October, from 4:30 p.m. to 7:00 p.m. at the auditorium of Pyhäjoki Upper Secondary School.

The event begins with coffee service at 4:30 p.m. The programme and Teams remote connection will be available from 5:00 p.m. to 7:00 p.m. The venue will remain reserved until 8:00 p.m. The event will present the EIA Programme, the impacts to be assessed, and the progress of the assessment procedure. Participants will also have an opportunity to discuss the project with experts.
