Offshore wind in Finland- more than 12 GW of projects in territorial waters alone

Territorial waters: Metsähallitus manages Finland’s territorial waters and is responsible for organizing the competitive tenders for offshore wind projects located there. In addition to its own project development, Metsähallitus acts as the landlord for projects that were initiated before 2021. The offshore wind areas developed by Metsähallitus are based on Government decisions from 2022 and 2023.

Exclusive Economic Zone (EEZ): The Ministry of Economic Affairs and Employment (TEM) is responsible for advancing offshore wind and developing the related legislation. The Energy Authority conducts the competitive tenders.

Åland territorial waters: The Åland Government is developing the Sunnanvind offshore wind project and responsible for the tendering process.
