EIA procedure in the Ebba

The EIA procedure and planning of the Ebba offshore wind project are being carried out in cooperation with experienced consultants in the field. An active dialogue is being maintained with coastal municipalities, mapping potential landfalls and route alternatives for power lines. 

The role of local residents and communities is particularly emphasised in the EIA procedure, which is based on openness and inclusion. In each stage, you can make a difference: by participating in events; making statements; or discussing matters in local decision-making.

Ebba’s open public information events will be hold as follows:

  • 18 March 2026 Pyhäjoki, Pauhasali Hall, Pyhäjoki Upper Secondary School
  • 19 March 2026 Raahe, Exhibition Space of the Raahe City Main Library

The events will also present the participation and assessment schemes (PAS) prepared by the coastal municipalities of Pyhäjoki and Raahe for their respective draft plans. The planning process and the environmental impact assessment (EIA) proceed in parallel but constitute separate procedures: the EIA provides information on environmental impacts, while the PAS guides the progress of the planning process. At the open EIA events held in March in Pyhäjoki and Raahe, both the EIA programme and the PAS will be presented to provide residents with a comprehensive overview of the project’s progress.

The EIA report and the draft plans will be completed in parallel and are expected to be presented to the public in approximately 2027, at which time new public events will also be organised.

Transfer of project rights 

As the studies and planning progress, Metsähallitus will move on to the next phase, where project rights will be auctioned to an investor through an international tendering process. Metsähallitus will retain the role of landlord and oversee management of the area. The state retains ownership of the area through Metsähallitus.
