Next in the Ebba project

The Ebba project is progressing according to plan. A wide range of preliminary studies are currently under way to support the technical planning and environmental assessment of the project. Current studies include: 

  • Wind measurements 
  • Current measurements 
  • Seabed surveys 
  • Bird and fish surveys 
  • Seabed biota and vegetation studies 

EIA programme under preparation 
The EIA procedure and planning of the Ebba offshore wind project are being carried out in cooperation with experienced consultants in the field. An active dialogue is being maintained with coastal municipalities, mapping potential landfalls and route alternatives for power lines. 

The EIA programme will be launched in 2026, and an open public launch event will be held in early 2026. The programme covers only marine impact assessments. The EIA procedure for the alternative 440 kV overhead power lines on land will be launched later, exploring alternatives to electricity transmission routes and the related environmental impacts. 

The role of local residents and communities is particularly emphasised in the EIA procedure, which is based on openness and inclusion. In each stage, you can make a difference: by participating in events; making statements; or discussing matters in local decision-making. 

Transfer of project rights 
As the studies and planning progress, Metsähallitus will move on to the next phase, where project rights will be auctioned to an investor through an international tendering process. Metsähallitus will retain the role of landlord and oversee management of the area. The state retains ownership of the area through Metsähallitus.
