The Ebba project area was selected as a result of a thorough preliminary study conducted along the coast of the Bay of Bothnia, where, among other things, the sea depth, bed structure and distance to potential grid connection points are technically and economically favourable for offshore wind construction. The area seabed conditions, good wind resources and distance to coastal infrastructure form a strong basis for development. 

The project is supported by a positive assessment by several authorities and parties: 

  • The Finnish Defence Forces and the Border Guard have approved the use of the area for offshore wind power development 
  • The Finnish Transport Infrastructure Agency and Traficom have issued favourable decisions concerning development in the sea area. Traficom has issued flight obstacle permits 
  • The Energy and Climate Phase of the Regional Land Use Plan 2050 identifies the potential of the area and approved it as suitable for offshore wind power construction on 27 May 2025 
  • Maritime spatial planning guides the selection of offshore wind power areas by harmonising different needs for use and identifying suitable areas.  
  • The Natural Resource Plan (NRP) for marine areas report highlights the values of species and habitats that affect the location and acceptability of projects.

In addition, the area is part of the state-owned maritime spatial plan, which steers offshore wind farm construction in coordination with other uses of marine areas. This ensures that the planning of the project is compatible with different uses and official objectives. 

Together, these background factors lay a strong foundation for further development and support the progress of the project.
