Environmental Impact Assessment Program for the Ebba Offshore Wind Project Completed and Published

Metsähallitus has completed the Environmental Impact Assessment (EIA) Program for the Ebba offshore wind project, and the document is now available on the environmental administration’s online platform. The EIA Program outlines the project alternatives, the scope of the impact assessments, and the methodologies to be applied. This program forms the foundation for the statutory EIA procedure, which aims to provide robust environmental data to support project development and decision-making, while ensuring transparent engagement with the public and key stakeholders.

The Finnish Supervisory Agency serves as the  EIA authority. The EIA Program is open for public review from 11 March to 9 April 2026. During this period it is possible to  submit comments and statements. The project webpage will be updated as the EIA process advances.

Project Development Timeline

2023 

  • Planning agreement approved in Pyhäjoki and Raahe 
  • Seabed soundings and wind measurements begin 

2024 

  • EIA surveys begin at sea 

2025 

  • Surveys under way: 
    • Wind and current measurements 
    • Seabed echo sounding 
    • Bird, fish and biota surveys 
  • Preparation of the EIA programme with a consulting firm and supervisory authority 
  • Examination of landfalls and power line alternatives in the area in dialogue with coastal municipalities 
  • Opportunity to participate in stakeholder meetings and issue advance opinions through municipal channels 

2026 

  • Maritime EIA programme launched 
  • EIA programme open public event 
  • Statement and opinions will be collected during the formal EIA procedure 
  • A public event about the local master plan will be held at the beginning of the planning process (needs assessment and participation and assessment scheme (PAS)). Municipal residents may give feedback. 

2027 

  • Possibility to view the EIA report, ask questions and give feedback 
  • Another public event on the draft plan will be held. Municipal residents can give feedback before the plan proposal is drafted.  
  • The EIA procedure for the 440 kV overhead power lines on land will be launched: alternatives and impact assessments for electricity transmission routes 
  • Residents and landowners have the opportunity to submit their opinions on the route choices for electricity transmission and the assessment of environmental impacts.  

2028 

  • The municipality makes a decision regarding the land use plan proposal.

2030s

  • Electricity production begins
