A tool for sustainable use
Metsähallitus is a leading operator in the natural resource sector that provides sustainable well-being through a wide range of services and business activities. Natural resource planning is an important tool in this context.
Natural resource planning refers to the long-term planning of the sustainable use of state-owned land and
water areas. These areas are used for various purposes, such as nature conservation, forestry,
recreation, eco-tourism, real estate development and the sale of soil resources. By reconciling their
requirements it is possible to achieve the maximum benefit for Finnish society.
Natural resource planning also seeks to find and use any new opportunities offered by state-owned land and water areas.
Together with stakeholders
Many local stakeholder groups take part in natural resource planning. The planning process also includes an assessment of the activities of Metsähallitus in the area of planning and in the functionality of the existing land-use solution.
The result of the planning process is a natural resource plan. It is an action plan that
guides the operation of Metsähallitus in the area throughout the period of the plan, i.e. for several years.
The implementation of the natural resource plan and the sustainable use of natural resources are monitored with the help of 34 indicators. Data is mainly collected annually, but monitoring is carried out in periods of five years.
Natural resource plans are renewed every five years. Metsähallitus will continue natural resource planning in all state-owned land and water areas.
The first natural resource plans were drawn up in 1997. They covered ten years, and an interim revision was carried out after five years. In 2002, the planning system was updated by adding a landscape-ecological assessment of areas and placing more focus on co-operation with stakeholder groups.
